Small shires generally don't run public Requests for Tender. Their procurement happens through pre-qualified panels, closed quotes, or below-threshold informal arrangements that never hit a public web page. Scraping these councils returns nothing useful 99% of the time, so we exclude them from the daily rotation.

Medium-to-large councils that shouldbe publishing but we haven't recovered any tenders from. Possible reasons: their site uses a custom CMS our generic discovery doesn't handle, the tender page moved, or they only publish via a portal we don't scrape yet. We run a probe pass against these regularly and add overrides as we find working URLs.
Some state portals (SA Tenders & Contracts, the tenders.net aggregator) are protected by Akamai or Cloudflare bot-detection that blocks data-centre IPs. They're on our roadmap once we activate residential-IP scraping.
Many small and regional councils publish tenders only via email newsletters, not their website. We're building an ingestion pipeline that picks up tenders from those newsletters automatically.
